I'm going to play my first game this weekend so I just picked up the FA starter set. Would the HWK-290 go well with the starter X-Wing? I really like the Scum n Villainy ships. Should I purchase the HWK to start out or jump into the faction I want to get into?

If you like Scum and Villainy, the HWK is a very strong ship for them. All of the scum pilots are quite good.

Unfortunately for the HWK though, it needs a lot of cards from different sets to really shine. I believe it comes with some important ones like recon specialist and moldy crow, but blaster turret is a bit meh (not bad on Palob). Ion turret is good for Dace and everyone else loves Twin Laser turret (need a k-wing to get that).

I would suggest getting the Most Wanted pack as well if you really like scum. Not only is it a pretty good deal (3 ships), it has some useful cards too.

Khiraxz on the other hand is a weak ship, unfortunately. It does come with a few really great cards though: glitterstim, crack shot and predator (so its kinda worth getting just for those).

Oh yeah, in case its not clear, if you want to play a scum hawk, you NEED the Most Wanted pack. It has the pilot cards for HWK and firespray (and cardboard and dials, etc)

You can. Kyle katarn is a good wingmate for Poe Dameron. Unfortunately you will be limited on what you can take, but its a start!

Poe, with auto thrusters and R5 P9, Kyle w/recon spec and TLT, and a couple of Z 95s is a pretty fun list.

I' look into those options for sure. Got the HWK, opened it up and I'm beginning to like the Rebel faction. The store has Z 95s too. If I got the extra cash, I'll pick up at least one Z95

If you pick up a z95 or 2, or 6, you are well on your way to having a scum squad when you finally get your hands on MW. Maybe add 1 z95 and 1 y wing. This game can be tough on a budget and by sticking with the cross faction ships for right now you increase your bang for the buck when it comes to squad building.

If you are just starting out may I repeat the sage advice of others and consider getting a Red Core Set as well. You said you are getting a little more into Rebs. This would give you some of the best pilots, more ships, and R2D2. More money but worth it IMHO. OTOH if the group you are playing with already has lots of dice, templates, etc. it may not be as big a deal.
