I lean towards the 7, just cause most folks will be able to soak 4 pretty easily.

7. Strength can be triggered multiple times too so a pool of 5 Force Pips in the above example would become 10 base damage. A committed DarkSider could really Unleash hell...
Is the default that force powers can be triggered multiple times unless otherwise stated??! I won't have access to my books till tomorrow..
Yes, if nothing is said then assume that it can be triggered more than once (yes move strength upgrades can me triggered more than once!). The basic or upgrade of powers that can only be triggered once are called out in the Descriptions. As with Talent descriptions it is worth your while reading the full description or each part of a Force Power.

Anything can over balance with enough XP, and Force Users have a lot of things to spend XP on, so yes they can do amazing things but usually it's expensive to get there. Actually the cost to raise your Force Rating a big part of the balance. A starting Gadgeteer with a modded LRB and Jury Rigged is usually the cheapest XP for game breaking. Or a Wookiee Marauder.
The other big balance that the Devs expect you to use is Narrative consequences. Anyone who sees a person throw a Light Freighter across the landing bay is likely going straight to the nearest ISB office. There is a big reward on Force Users if your playing in the Dark Times, and open use of the Force is just asking for trouble, lots and lots of trouble.

Keep in mind that it's not the upgrade that makes the victim burn per se; the upgrade merely gives the power the Burn quality, which must be triggered with two Advantage just like any other weapon. And while I don't believe that the core books say anything about you not being able to trigger Burn multiple times, I personally would not allow more than one Burn effect from any one attack.
