I know you cannot perform the same action during the same round, but are those actions only the ones in your Action bar?
I thinking squad leader on Rudor and everytime you shoot at him he hands out a free action to another ship?

Squad Leader is one of the few "Action" cards whereby it is actually using your action to use the ability.
As such, because (as you pointed out) you can only perform the same action once a turn you cannot keep gifting free actions because the "once per turn" rule applies to all actions not just the ones in your action bar

The answer to your question is, no you can't, all actions are once per turn.
Well. I'm not home and we are proxying him right now. I don't have the book with me as this was a spur of the moment game session, since our other plans fell through. His rulebooks are in his car which his girlfriend has.

Definitely, but the trouble with Rudor is that with only a primary attack of two most people will avoid shooting him when they have other options.
Since I'd be very reluctant to take the Squad Leader action instead of the /v1 Focus + TL or a Focus/Boost/BR, taking Squad Leader seems to be building a squad that depends on people shooting Valen Rudor instead of other targets while other targets are nearby. It seems like a combo that's hard to make work when you could buy Juke instead.
