I'm pretty sure "Recover" (probe droid, luke skywalker) is a keyword requiring damage as well (if its a surge ability and not the natural 1 surge that heroes can spend)

EDIT: Nope, its covered specifically in the rules, you can use recover effects without causing damage. Derp.
