No. Please read the FAQ page 5.

Any time you have to "add" a die, that die doesn't exist until after dice have already been rolled. So for Ackbar, Concentrate Fire etc none of the abilities affect Fire Lanes because the dice aren't added until after dice are rolled.

Now, if an upgrade explicitly adds dice to your battery armament (Enhanced Armament, Expanded Launchers, Rapid Reload, and any future upgrades) then you get to count those dice, because they have actually increased the number of dice the ship rolls at the outset.
