Grabbing target locks with those Storms will be tricky at times. And even when you are able to do it, your leaving the ship vulnerable with no defensive token. Plus, you have given yourself a catch-22: keep the TL for Vessery's use next turn, or spend it to fire the missiles. Honestly, I think this would work better with Brath. I have used the following, but ultimately, I don't think its highly competitive anymore:

If you want a permanent lock on Vessery, go for Carnor/Soontir with TC or a Phantom with FCS, i'm having good results with Vessery PTL and Ion Engine Mk.II, Doomshuttle and Soontir.

Vessery wants a higher PS target locker wingman who isn't going to spend it, or will regain it with fire control system like the aforementioned phantom. My vote is for Vader with ATC though. Good flanker to go with Vessery as your jouster. Then FO fighter(s) that can also TL if Vader gets smoked.
