To what? Outrider? Doubtful; it's given a choice of having ranges at which you can't attack up until now, I don't see why this would be any different.
Or to Tractor Beam giving it the option of the boost/BR? Again, doubtful, having to do it is part of its balance; if the target is in the right place already, you now have to choose whether to reduce its agility and put it in the wrong place, or whether to not reduce its agility and leave it where it is.
I assume it will (eventually) get an FAQ saying 'if you can't move the ship, it doesn't move'.

Since it is not an action nor a maneuver, hopefully it will allow you to fling your opponent out of the play area. i truly believe that the wording on the reference card for tractor beam is a way of explaining how to move the affected ship and not that it is truly a boost or barrel roll. This way the "off the board fling" is possible (since you cannot barrel roll of the play area if it is not a maneuver or action perhaps you can fling off the table like being ionized).

the rules card doesn't say to move the ship "as if performing a boost/roll" it says to "perform a boost/roll" that is not an action. That is very clear, the movement IS a boost or barrel roll and follows all the rules for those things that are not explicitly called out as exceptions (like onto obstacles).
You cannot fling someone off the map.
The Mist Hunter preview seemed so simple...
You don't pick whether or not to reduce agi or use move shenanigans, you get both. You choose between boost or BR. You'd have to be in the corner of the mat to not be able to perform one of these moves, or at the back of a close formation and in either case, why the heck are you TB'ing that target?

According to the reference card it is a boost or barrel roll. The rules explicitly forbid both if the ship would leave the table.

Undoubtedly. It's probably easier to change the rules slightly rather than try and explain a later game mechanic exception to those rules. And the rule change wasn't really a big one at the time. Before tractor-beams, what effects could a player have used to force an opponent to barrel roll or boost off the board anyway?
