When does Wampa ability happen?

Its one attack...doesnt seem that bad

It is near broken with a Palpatine, Darth, Colzet and Wampa. I was able to pop a Y wing without hitting a single shield.

It seems a bit hard on the defender in my opinion. It's going to mean that no player is likely to bother modifying defense dice against Wampa, because what's the point? Wampa cancels the lot first.

If Wampa has two crits, and you are down to hull, and you rolled 2 focus, and have a token, and there are plenty of other ships left to shoot, what do you do? Do you spend your focus, block both his attacks? He cancels everything and deals you a face down damage. Do you leave the focus unspent? Eat two crits, but hey, you keep your focus to spend against other attacks or on your attack.

It's the Crack Shot catch-22.

All about target priority. How many rounds did that take for you to do? If he still had shields, five?

Outside of a few specific examples (High agility 2 hull generics), the ships that are really afraid of a Wampa, Colzet, Palpatine combo have the tools to deal with it. Wampa is a low PS ship with a single action and 3 hit points. You can either burn him down before he shoots or stay out of his arc.

The cheapest that combo comes in is 66 points, so there's room to fit an ace in the squad. It's not a bad squad, it's just a variation on Palp + 2 Aces with some different strengths. It's not overpowered either, there's a lot of squads that would rather see Wamp, Colzet, Palpatine, and Vader/Fel sitting across the table from them than Palpatine, Vader, and Fel.
