Very Strong ISD Class 2 Build

I am new to the game and to the forum, but I am learning quickly.

I am seeking feedback on a very strong or strongest possible build for an ISD Class 2 ship. The purpose of this build is to test an Alliance fleet strategy I am developing for a 400pt battle scenario.

Here is my build:

Imperial 2 Class Star Destroyer (120)

Avenger (5)

Capt. Needa (2)

Gunnery Team (7)

Phylon Q7 Tractor Beams (6)

Electronic Countermeasures (7)

Overload Pulse (8)

H9 Turbolasers (8)

Total 163 pts.

Two additional notes for consideration. First, the ship MUST be named. Second, there is no limit to the number of points used in the build. Again, the goal here is to build the strongest ISD Class 2 ship possible.

Uhm, not really sure what you mean here. It really depends a lot on the rest of the imperial list: for example, while Needa is nice to have for toughness (as evade is better than contain in 99% of the cases), Intel officer is very nice to have to boost the damage of your other ships. In other words, one ship alone won't let you test anything, as you should factor in squadron presence (boosted comms / expanded hangars come to mind), commander, number and quality of other ships in the fleet, etc.

Anyway, this would be my best case scenario (assuming no Vader and no Screed) for a tough all around ship:

Imperial 2 Class Star Destroyer (120)

Relentless (3)

Intel officer (7)

Gunnery team (7)

Phylon Q7 Tractor Beams (6)

Electronic Countermeasures (7)

Leading shots (4)

X 17 turbolasers (6)

Let me try to clarify what I am looking to do here by making a comparison to the film Jurassic World .

I want to build an Indominus Rex and then find a way to take it out with only limited teeth at my disposal.

I see ISD's as either the battleships or air craft carriers of the Imperial fleet. How you build it certainly depends on objectives and fleet composition. In this case, I want to build the most the most powerful ISD Class 2 ship possible (a battleship), then distribute the remaining points among support ships and squadrons. The end goal here is to test an Alliance strategy which takes out the ISD by the fourth round.

I see the advantages of using Relentless for increased maneuverability. Leading shots would be helpful especially if you roll dice like Wil Wheaton.
