Basically it's saying that if you use it to block an attack, you'll get the shield bonis and will be immune to any condition that can occur from that specific attack.

I had thought it meant you discard the condition instead of adding a shield. Wording is poor but your view may be the intent.

Furthermore, there isn't a second triggering condition listed. If the condition part were seperate, there would be no way to activate it- and if it were passive, the specificity of 'that attack' would make no sense.
