So as title say, would like to start xwing, but expenses are limited and i like to play competitive. What options would be good? As cards are the biggest expense i think, to get whats needed. Can someone suggest anything here?
I like Hwk-290 model very much, but i think no competitive model 
Dont have big preferance if imperial, scum or rebel 
Cheapest competitive list I can think of is dull but easy to fly and relatively tanky.
You will need:
2x K Wing expansion
2x Most Wanted expansion
2x Y-wing fighter expansion.
4 scum TLT Y wings with unhinged astromechs = range 2-3 360 fire, high accuracy reliable damage with all 3 manoeuvres being green which makes it easy to run away.
I'm not sure this is the cheapest but it's probably the most beginner friendly and it is very competitive. This set up also gives you plenty of cool options for your collection as Most Wanted provides scum dials and pilots for the HWK and the Firespray.
Get both core sets, a Y-wing, an E-wing, and a Z-95 Headhunter or two, and you can make a few descent lists.

I completely agree on competitive and the dull comment. With all those turrets it basically makes the game frustrating and a painful for the other person with the TLT that you get with the Kwing.
I'm also a beginner and I played against this last week, and I just got hit over and over again with the TLTs. It was pretty demoralizing. Just a little bitter

Oh yeah it's only friendly when it's on your side.
For a beginner though it's a very forgiving list, no firing arcs and easy movement, plus Ys can take a hit or two.
TIE Swarm. Don't need may upgrades and still good. You will need at least 2 core sets and the TIE expansion packs, but you need core sets anyway.

Swarm build couldn't be cheaper since it uses 5-8 TIE Fighters plus core set would be 75-120$, but it's hard to be good with it as a beginner.
Maybe the old core set plus YT-2400 and E-Wing would be a good idea cause it costs up to 70$. This build is very popular with todays meta.
Maybe you want to wait for the Ghost to be realesed cause it seems that everybody will fly it.

A decimator and a phantom, two ships both expansions come with a lot of the upgrades you need for them so that's $30 From coolstuffinc. If you pick up a defender, falcon, and a space cow (Imp Shuttle). you would be able to get a competitive build which unfortunately bumps that price to around $80 and you would need a core set so $100 but hey free shipping!
