Question about exhausting cards

I just had a quick question about how exhausting cards works with certain equipment cards if someone can help me. Does the card have to say "exhaust this card" or does the arrow symbol imply the card must be exhausted to be used? For example the exploding rune for the rune master class has, "Arrow: perform an attack with a rune weapon. The attack gains blast." So does the arrow mean exhaust or can I use this card twice as my two actions on a single turn? Im slightly confused because the arrow symbol to me kind of looks as if it means " tap it sideways".

Arrow means action, exhaust means exhaust. Arrow does NOT mean exhaust (unless it also says exhaust) and exhaust does NOT mean action (unless it says, "as an action" or has an arrow, too.)

If a skill only has an arrow (but doesn't say "exhaust" or "limit once per turn") you can do it twice, provided you pay the cost twice (an action and whatever fatigue, etc.)

Yeah, I think if you've played MtG then the action arrow looks like the tap icon. It's a hard association to break.
