I was skeptical of Ozzel at first, but the ability to adjust your speed so dramatically allows this list to have a lot of control over where the fight takes place on the battlefield. Combined with the two tractors beams, outmaneuvering this build is very difficult, especially with two Firesprays that can track down crippled ships that have slipped out of the fight. I have played several games with this fleet, and they have all been very different, reacting to what my opponent is trying to do and stopping them. One game involved both fleets starting at high speed, and using Tractor Beams to strip their nav tokens, forcing them to fly out of range, and then slowing them down to keep them out of the fight, while my ships pile on to his flagship. Another involved starting slowly and letting my opponent collide through asteroids to reach me, only to speed up and bank hard to suddenly put myself behind him. A third involved splitting our fleets up on opposite ends of the board, with him attempting to keep my ISD out of the fight, only for it to come blasting in full speed and full health halfway through the match and table him. In every case, there has been a wounded enemy ship limping away that has been finished off by Firesprays.
I have yet to play against a fighter heavy list, which would be interesting. I don't have much to hold off bombers (2 Firesprays, Impetuous and the AS fire of an ISD), but I can still close quickly and take out vulnerable command ships. Hopefully that will be the next match I test.
Incidentally, I have tried almost every red objective with this fleet, and they all seem fine, so I'm unsure as to which one to use. If I go second, Dangerous Territory usually gets picked, which is fine with me. High speed lets me snag those tokens, not taking damage makes me even more maneuverable, and since I'm focused on tabling, letting my opponent damage themselves is great.
