I am not sure i am getting starship combat, during starship combat do the starship has it's own indepedant maneuver and action and the PCs get their own as usual?

The starship's maneuver and action are incorporated into the pilot's. The pilot is the only player that can move the ship, though the co-pilot can assist.

Yes, a co-pilot can perform Pilot Only maneuvers.
The ship still has a limit on Pilot Only maneuvers, the same way player characters do. The first one is free, the second either comes from converting an action or causing system strain. Where a co-pilot helps is that if the Pilot himself performs both maneuvers, he also suffers 2 Strain, but each performs one maneuver, then only the ship suffers the strain. (EotE Core Rule Book, p. 232)
edit: The ship itself still only gets one Action, which is assumed to be the Pilot, but a co-pilot could probably take over if the pilot is incapacitated.
