You guys can have Riot Troopers after I get my Darktrooper.
He has a mace and his formal unit type is called a Mace Trooper...so VERY possible if they touch that area.

The Final Script, I can't link to the PDF but I have tried to post a new topic containing the link a while back, but it would reveal my personal files so I had to take it down.
Needless to say they describe him as a "Mace Trooper," but the weapon itself may not be a mace.
It's definitely not a mace. It's an oversized tonfa, or club/nightstick like law enforcement officers use. He has a riot club and shield; Riot Trooper is very appropriate in this particular case.
It's funny how it just so happens to be able to block a lightsaber, even though supposedly, there aren't really a lot of them left and Luke is gone along with his. Why would the empire (or New Order) even waste time constructing such a weapon? Why not just a standard riot stick?

Oh my Gosh! Movie people have named a weapon incorrectly! Call the Marines! ... or just TR-8R.

If I were in charge of explaining fluff... I would say that the fact that it can block a lightsaber is by design, but it's not specifically against lightsabers. Probably creates a small field that repulses things, mini-shields or mini-tractor beams or something, so that whatever it's hitting or blocking doesn't actually come into contact with it. You never know what kind of super electrical weaponry someone might be swinging, or a vibrosword, or poisonous whip, or even a lightsaber.
On the flip side of that argument, it does say right in the opening scrawl that the First Order is obsessed with finding Skywalker, (despite what's shown in the movie) so perhaps specifically anti-lightsaber weaponry actually wouldn't be out of the question.
Perhaps this was inspired by;

But... the emperor has a lightsaber-wielding power-hungry buddy with him all the time who could at any moment decide to become the sith master. I always liked the constant paranoia implied by his "I TOLD you to remain on the command ship" line. Never easy looking over your shoulder every second of the day.

I'm not being ironic. I friggin hate the lying cowardly traitor that infested the bulk of the movie. The audience would have been better served if our hero had simply killed, brutally and graphically, the idiot janitor and we move on with the narrative.

It was one of the best parts in the movie. It was nice to see a jedi wanna-be put in their place.
I like to imagine that Finn is your stereotypical star wars nerd that pretends they are a jedi in their mom's basment.
