While it doesn't quite measure up to Asfaloth, that Outrider could do a number on location lock one you get 2 or 3 into play. Plays nice with Northern Tracker as well, as you can trigger the Outrider first for the +2 WP and finish off the location with the Tracker.

Awesome new mechanic, undead enemies (a favorite of mine) and seemingly great player cards to support underrepresented traits and Multicolour decks/deckcombinations with realtive high cost unique allies? Sign me up.
My only fear is, that this will end up as a second Mount Gram. Cool on paper, but in the end not a real challenge. You can always count on only revealing enemies or treacheries. The most Locations seem to have 2 threat and up to 4 are are considered in the staging area, so I don't think focussing on combat to much will be helpfull. I also just realised that all Locations seem to not have the encountercard backside as all say "flip when becomes active", hopefully not all with the same artwork have the same effect!
Replayability will be quite high I guess, what is a good thing.
Great ideas, great Cards, only a small Chance to fail? What are we waiting on? (And this is only the third pack, really hyped now what else they got upon their sleeves)
Edit: Just read the Sunken Ruins treachery and it mentions an objective ally, that seems to collect ressources. looks like Capain Sahir will stay with us for a little longer.

Considering that this new Dale character's ability invovled no Dale trait interaction... No. But who knows. Currently, every Dale ally interacts with a location, and also happens to be a scout, so that might be not the reason.

For extra thematic punch, make sure that the spirit resource that readies Ceorl comes from Theoden!
