So, it is always said that the rebel's Y-wing have all of the panels removed for easier maintenance.

Well, the one above is just a normal BTL-S3 Y-Wing without it's panels removed. That could just be a variant model.

The Clone Wars Y-Wing is a BTL-B Y-Wing. An actual different model of ship. So it could even warrant it's own Title card.
