I don't think that they were prepping the AT-ATs, they were parallel parking them.
Can't really speak for the intent of the AT-AT scene but they did ionize a transport so there's a good chance it would lead to a rebel base of some kind which would put those AT-AT's to good use.

Phylon Freight CT-11 Utility Tugs. They're used in capital ship docking/launching operations. Kind of like the spacified version of the guys waving torches at airports. Also used for combat reloading/rearming bombers.
