I don't understand. You want a rule change, which would get you no new stuff. A proxy (printed and mounted in sleeves) looks nearly as good as the actual card, and effectively acts as the rule changes you want. It seems like the perfect solution.

The rules for secondary weapons have never been the issue. It has been the design of the actual cards. So, it makes sense to use cards to fix them.

It seemed like a well thought out reasoned argument, he sounds like he has played the game for a while and has brought up a point that I believe has started to raise its head in recent releases, instead of reasoned discussion and debate he was confronted with this. I see his posts descend into frustration from countless negative replies and I think the reaction from some members of this site who have massive post counts who should know better, pretty **** shameful.
As I side note, we recently had a second edition of X wing( was it??) I think the better route would be to fix the ordanance problem at source rather then countless upgrade cards in various expansions, there may be something to take from GW model, new edition and the former one is obsolete, this would avoid the damage deck debacle we experienced over last two months.
I love this game but it's not perfect about time some people around here recognised the fact and let others air their issues.

To calm things down slightly here, I don't know why people act surprised/indignant when a new upgrade comes out which improves the ships that came before it.
It's the way this game works. It's the way it's worked from DAY ONE.
People bought the original core set when it first cane out, then Wedge and Howlrunner made their debut in the first expansions. Every single wave that's come out since has seen an upgrade or ability which changes or improves the way existing ships or abilities work.
This is literally how our game was designed, and how it continues to evolve.
Having played games with ever changing rules and new rules added x-wing is a breath of fresh air.
We almost never have to check rule books and new rule print outs because the game is well organized, learn the basic rules then read the cards..
Ffg's system is fantastic and I for one would be displeased if they started issuing rules like you want them to.
At the end of the day people gave different opinions don't get mad if others don't agree with you. That being said some people in this thread are being giant asshats.
Long story short I like how ffg does things and you don't, its impossible to keep everyone happy.

I am a casual player who owns a lot of stuff. I don't like to buy into all of the FFG doom and greed hype, but recently the Inquisitor preview went up and it really irked me.
In it we get a modification card that costs 0 squad points. Losing only the option of taking a different modification, this guidance chips mod adds a hit to all missile and torp attacks, or a crit if your primary is 3 or higher. Ok cool! Sounds like a neat fix.
Except...
It's not ship specific. It costs 0 which means they're acknowledging they messed up ordnance (ok we all know that they know it, but still). So WHY NOT MAKE IT A RULE? Why force me to buy multiple copies of some goofy-looking pretend TIE Fighter from a show geared towards kids, invented when I was an adult... Even if you love the show, I still stand by my point. I have to buy copies of this ridiculous ship to "fix" ordnance that has been broken for SEVEN WAVES NOW? Trust me, I have too many proton torpedoes to count.
Why not simply make it a rule that all missiles and torps get this extra damage, UNLESS a ship has a modification equipped?
I've heard the bit about not wanting to change rules. That's crazy because there's a dozen new FAQ adjustments every few months. People care about this game enough to keep up with the rules.
Again, I don't want to lose all faith, but this is taking me many steps towards the dark side. I have spent a lot of money on these plastic space ships, but if FFG keeps doing stuff like this, that money may dry up. Just my two cents / thousand dollars.

no offense, but: of course they have been the issue.
the wording for proton torps etc set a template for everything in wave2-4?,5?. I'm not saying that is bad rules design or something, but clearly it could have gone another way with a different mindset. so yeah, the rules and the thought-process behind them have/had direct influence in ordnance-design.
not complaining, just trying to paint a little less black and white here.
I also don't get how someone can play this game as a grown adult and them run down Rebels as a cartoon for kids. Strikes me as odd.

Yup. Irked. Virtually no modifications are ship specific. That's what makes them modifications and not titles. They didn't MESS UP anything. The core rules were written over four years ago, by a different designer than they have now, and they had no idea how well the game was going to be picked up by the gaming community. No one is forcing you to buy anything. They're not going to punch a kitten if you don't buy something. They're not going to come to your house, bang on your door and not go away until you give them money for ships you don't want. You already identified yourself as a casual player. Casual, in this community, means I don't go to tournaments. If you're never going to tournaments, just proxy the card yourself. Done. But you like to buy things too, as you state in a later reply. So you want to buy things, but you don't want to buy this thing? This is confusing.

It's typically one FAQ per wave release, to clear up any weird interactions. They don't exist to re-write core rules.

Whilst I fully understand how the game works (in terms of upgrades and evolution) I can empathise with the OP. I love the original Trilogy. I play this game because of that. I only purchase OT ships and have less than zero interest in Rebels, EU, fan fiction, etc. I have read, watched, played, etc. through my share of the star wars universe and apart from a few games and books have yet to find anything that feels like my interpretation of the SW universe. Rebels is probably the furthest thing from it. In my eyes .. It's total ****!
With this in mind, I will never own an original autothrusters card, an Emperor Palpatine card, or any other upgrade that comes packaged with non OT ships. I simply have no interest in the ships themselves.

The problem seems to have arisen from the issue that there are MUCH better options to take currently for the points, then a one shot card that may, or may not pan out. Why spend 4 points for a one shot proton torpedo on my Y wing, when for one extra point, I can get an ion cannon turret, that can shoot EVERY round, disable on a hit, AND do one point of damage? Guidance chips are a way to make ordinance a possible included card in your squad build. Plus, it'll make the ship sell, but only if you get more than one copy.

The best fix would be to change the rules for ordnance that used the same template. Like you gain a TL from attack:Target lock but it must be spent on the attack, instead of needing it.
This fix is fine as well, since they are better rule makers than me and it seems good. To bad Xwings, an iconic torpedo carrier is still a bad choice for it.

If you want to complain at least complain about something sensible. I have two issues with the TAP. One, the name is stupid. Vader flew the Tie Advanced Prototype in the original Star Wars. Nothing FFG can do about this, as they didn't name the **** thing. Two, there should have been two copies of Guidance Chip in this set, just like their should have been two copies of Comm Relay in the TIE/fo pack. FFG has been a bit stingy with required cards as of late (again, look at where the fix for the poor TIE Advance is). That is, imo, something worth complaining about.
