Feel free to check my math- I'm pretty sure some stuff is wrong.
I'm really tempted to work the calculation for all the ships, but I also really ought to do some work today....
Ok, just for a taste, I'll work on some easy ones.
Rebel Z-95 = 4,640:
2 non-EPT pilots x 8 missiles x 10 modifications (including legal-but-unusable ones Advanced SLAM, Targeting Computer, and Stygium Particle Accelerator) = 160
2 EPT pilots x 8 missiles x 10 modifications x 28 EPTs (including "no EPT" as an option) = 4480
TIE Phantom = 79,344:
2 non-EPT pilots x 6 systems x 12 mods x 19 crew = 2736
2 EPT pilots x 6 systems x 12 mods x 19 crew x 28 EPTs = 76,608
Aggressor = 30,481,920 (!!):
4 EPT pilots x 28 EPTs x 6 systems x 6 cannons x 6 cannons x 7 bombs x 2 titles x 6 illicit x 15 mods = 30,481,920 (!!)
EDIT: the order cannons are placed shouldn't matter.
Aggressor corrected = 25,401,600 (!!)

Did you include the option of NOT taking an upgrade with your numbers? I about missed that option originally!
Yes, [null] has been included as an option, except in pilot selection- can't fly a ship without a pilot card!
The real question - is how many meaningful X-wing builds are there?
For example - These two fall into that "non usable" but "fieldable" category.
Rookie + Extra Munitions
Rookie + Targeting computer
Rookie + Munitions failsafe w no munitiions...
This is another choice - but I'm not sure how meaningful it is -
Red + R2D6 + Outmaneuver

Same applies to X-Wing having too many choices.
That should be easy enough- remove the Targeting Computer mod from the calculation for the Z-95 (for example). And remove the Extra Munitions from any build without other ordnance. And Engine Upgrade from ships with innate Boost. Etc.
Interesting to note that the Kihraxz and the Scum Z-95 have the same number of options- and exactly the same upgrades. I never noticed that before.
Updated with StarViper (and its screwy title). 97.6% of StarViper options utilize the title.
New combinations record holder: the Decimator, with over 134 million combinations!
Most of those options are terrible, so it really isn't too many. A lot of mods and EPTs are not even remotely useful on an X-Wing.
