Genius, Savants, and the Like (Tech DEV without Admech)

So in my latest musings - I was wondering how legitimate would a "lost world" be that could develop technology all without the precious Mechanicus Cult (I like them actually im just being humorous); under the pretense thaat Geniuses and Savants are gonna be born anyway - and as such theoretically a society such as the one I'm thinking about fleshing out could/would be able to do this...

Now here's the caveat - this society can only create, service, and repair tech that is "similar" that that found in other RPGs like Cyberpunk or Shadowrun - granted neither of which are Star Faring "settings".

Here's an example of something I found that "could" support my theme

Don't worry I'm not planning on creating a new empire; rather I wanted to introduce my players to a Lost Star System in which the 5 worlds there can travel between each other but are not warp capabile let alone not about to evn engage in "space combat" just transportation (i.e. something called Tech Level in other games)

Many rich worlds in the Imperium dispose of some form of local fleets. It would even be possible to have some "sector" that hasn't been explored yet, that could be a pocket empire (12-15 star systems, o even more) where they are warp capable, untouched by the Imperial Creed nor Mechanicum, etc.

This would be entirely fitting to the 40k universe.

But when the Imperium set foot in such a place, you can be sure that they will drop there Ministorium and Mechanicum in good measures with a lot of Administratum.

Here's how I'm gonna "stop that" from occuring - at least at the onset of the campaign...

"Hackers" or as SR uses Deckers and of course Riggers

Basically they can hack into Mechnicus or any Tech and actually understand it - from what Ive been gathering in the Imperium and Mars no one truely understands Tech - they repeat "instructions" thru a dogmatic lens rather than fundamental conceptualization...

This is why innovation isn't openly practiced by them (AdMech)?

Correct me if I'm wrong (I'd rather get all this "right" before we start)

Sounds like a good high level adventure, There is a democratic planetary system of 13 worlds over 5 stars that just opened up as a warp storm receded, they are highly technically advanced. The inquisitor sends the players in to scout and bring them under imperial control.

In essence - this is the premise of my Mutant Chronicles inspired Campaign...

The mechanicum is way more knowledgeable about tech at high level in the hierarchy (Magos and such), but there is an inherent conservatism in the development/exploration of new tech, and in the way knowledge is passed to subordinates.

But in the end, the Mechanicum is a fairly advanced organisation, with more than enough technological power to overpower many other technological species.

But yeah, it would be possible, for a short time, to hold them at bay, until a real Magos takes care of the situation.

Yeah, knowledge is power, literally for the Mechanicus. The higher up in the hierarchy one goes, the more actual understanding one has. So for that reason, they literally guard their knowledge, even from their own members. So on the lower end it's just following instructions along with religiousy stuff to make it "unquestionable".

Just so. But at the same time, the concept should work.

Much like the Tau, the fact that the Adeptus Mechanicus has access to much higher technology doesn't matter, because the tech available to the people at the sharp end (guardsmen, etc) is only equal or inferior.

The more you demonstrate superior tech, of course, the more you attract the interest of Mechanicus higher-ups.
