Sensor jammer on whisper works against secondary weapons and tlt and I feel gives an extra range of survivability even if my damage takes a hit from not running FCS at least I stay alive.
This is 99 points. I could drop crack shot for a 2 point initiative bid or go up to 100 for juke or lone wolf on zeta

I would suggest Veteran Instincts on Zeta Leader. Whisper will very much appreciate not dying to rebel captive.
Good point about rebel captive. Not sure if any lists around here will run it but you make a good point. I havent seen a rebel caprive in a while though since everyone seems tlt, poe,miranda crazy. Im already giving up fcs for survivability i dont think dropping gunner for a agent kallus is worth much to me i'll likely have focus anyway so its a poor choice for phantom crew in my opinion
