TC allows a Huge Ship to pass a (i.e just one) TL to a friendly - WE allows you to take 2 TLs as long as each TL is on a different enemy ship.
Timing-wise TC has the Energy header, so it activates during the Energy stage, before the Perform Action step - so you need to have a TL left over from a previous round.

Energy: You may spend 1 energy to choose 1 friendly ship at Range 1-2. Acquire a target lock, then assign the blue target lock token to the chosen ship.
It seems likely that what will happen is this:
- Spend 1 Energy to trigger Targeting Coordinator
- Choose a friendly ship at Range 1-2.
- Acquire a target lock on enemy ship A
- Weapons Engineer Triggers
- Acquire a second target lock, on enemy ship B
- Pass the blue target lock token for enemy ship A to the previously selected friendly ship.
- End state: huge ship has one target lock on enemy ship B, friendly ship has one target lock on enemy ship A.
