Pretty much, thoug the AoR GM Screen set gives us the squadron/squad rules, which are also very useful for that.

Yes, it's in the book that came with it way at the back.
Really useful for keeping Starfighter players alive, and compressing the actions a dozen fighters.
I also found some vague language about mass combat in Sons of Fortune FYI page 81.
You know, I wouldn't really worry about players and massive space battles. I would figure out what the story needs to have happen, come up with some set pieces in that space battle for the players to do, and then move things along with the window dressing of the huge conflict raging around them.

To add to this: This is the nice thing about the Arda Mass Combat rules. It's less of a "Here's how to pit 1,000 soldiers against another 1,000 with the PC somewhere in the middle" and more of a "Here's how to set up a tree/flowchart chaining a series of manageable scaled encounters together in such a way that can represent a battle the players are taking an active part in."
