No. Just like you can't target lock if there are no valid targets.

If you have no target within Range 1, or the ship hasn't got any facedown Damage cards, then you can't do the action, and if you can't do the action, then you won't get the stress from EI.

I'd argue that you just have to be at range 1 and fail the saboteur roll. that way it never checks if the enemy has a damage card.

It looks to me like you have to have an enemy or range 1. If that is the case you select it and if the saboteur roll succeeds it randomly selects one of the zero cards to flip up for no effect, but you have performed the action and so can get the stress.

Can, yes, but probably shouldn't, it's 34 points for the ability to... have a Saboteur with pretty terrible movement and only a small base which limits its reach.

Because Fleet officer ALSO stresses, so either I use fleet officer in the action step and am stressed when Isard triggers, or I use EI off Isard, get double stressed, and can only clear 1 stress off next turn before isard triggers.

But it fails the mental excercise, because you cannot repeaatedly get Focus+2evades on a 2 defence ship.

If I was to run that, I'd put a BSP with Wingman nearby, sure.
