This one's probably been asked before. If I put Expose on the Decimator does his agility go to negative 1 or is it already bottomed out? I figure this is a good talent for the Decimator as it doesn't have agility anyway and would gain another attack die, bringing it to four dice.

All Agility modifiers are cumulative. If you take Expose as your action, but then defend against a Range 3 primary, it'll still be zero.

No, it won't.
The bonus defense dice from Range 3 and/or obstruction is NOT a change in the target's agility. Per that quoted bit of rules, if you use Expose on a Decimator it makes its Agility -1, then once your done modifying Agility it is treated as 0. Then you add bonus green dice from Long Range and Obstruction.
A Decimator that has used Expose and is then attacked by Wedge at range 3 through an asteroid ends up rolling 2 defense dice.
What if I took Expose as my action, then during that combat round I met the conditions of Captain Kenkirk's ability that would raise my agility by 1? Expose would still knock that down to zero, right?

Two possibilities here, with a conclusion at the end:
1: The scenario you put forth
2: If Expose decreases your agility, and then the agility is treated as 0, and then Kenkirk later raises by 1, it becomes 0+1, or 1.
Scenario 2 involves arbitrary additions of assumptions to the rules. Magic the Gathering operates as no. 2, so I can see it coming up.
However, nothing in X-Wing's rules operate as Scenario 2 with such a large window, so I'm saying that Scene 1 is correct.

Increasing and Reducing Values
When multiple card effects or abilities increase or reduce a value, such as agility, ignore any “to a minimum of 0” restrictions until the calculation is complete. For example, if a ship with a printed agility value of “0” and the “Structural Damage” Damage card (reducing its agility by 1 to a minimum of 0) uses Countermeasures, (increasing its agility by 1) its agility is “0.”
Substitute Structural Damage for Expose, and Kenkirk for Countermeasures
