How often can Palp's ability trigger?

it says once per round, does that mean once per planning/activation/combat/end cycle or, as someone tried to tell me a few days ago on Vassal, pretty much any time any of his squad roll dice?

Once per planning/activation/combat/end cycle - that's what a round is

Your opponent was possibly getting confused with once per opportunity.

I think he was confusing it with "once whenever I want it to trigger"

I don't know about that, but I followed him into the bathroom and tapped on the door the whole time he was in the stall. I left before he came out and denied all knowledge of it, but I could tell by the way he kept readjusting his pants that it had gotten to him.

No. There's nothing borderline about it. He would have been really freaked out if he had seen me following him home but, to be fair, he looks very peaceful when he sleeps.

I am unclear still.

Is it once in planning (say you roll over a mine or asteroid and you want to change it).

AND

Once in combat

AND

Once in End phase?

Or is it once ONLY in any of those phases?

I have always read it as the last option, which is why I cannot understand why anyone would want to equip it for 8 points and 2 crew slots.

Each round is planning/activation/combat/end. You can use Palpatine once per round. I.e. the latter.

It is still hugely worth taking, because it works from anywhere on the board, to anywhere on the board, on any die you want to change to any face, AFTER rolling it. Rolled 4 dice on soontir, 3 hits, 3 evades? Turn the fourth one into a crit.

Rolled over an asteroid, rolled the hit that could kill your 1-hull ship? Nope, it's a focus.

Rolled snake eyes for defence against 1 hit from an Ion Cannon? Nope, it was an evade all along.

You have to pick the right moment to use it, but it's incredibly useful.

As the effect can happen once per round, it happens once during the four phases.

ROUND
A single game round consists of four phases resolved
in the following order: Planning phase, Activation
phase, Combat phase, End phase. The first round
begins after setup is completed.

"Round" isn't a maneuver. Other than that, they're synonyms.

As mentioned it can be very strong

Makes ships like Vader and fel really hard to kill

However the more ships on the board your opponent has, the emperor begins to lose value

Against a 3 ship build for example he is a real pain.

Come up against 5 or 6 and he likely won't matter to much

Arguably the entities taking turns in X-Wing are the pilots, not the players.
