I'm very excited with the new defender titles! With the new painting job, I'm going to start collecting Empire... So, I'm brainstorming with this new stuff, and this is one of the results for now:
-Vessery: tie/D, VI, ion canon.
-Omega Leader: Juke, Comm Relay.
-Soontir Fel: PTL, AT, Targeting Computer.

There's some overlap between taking Kagi, Jax and Omega. I mean, Omega already shuts one ship down so you actually want them to TL you so you can do the same in return. I think Omega is actually best in a list that has neither.
I think the real shut down combo is Kagi, Jax, and Strom. That said, this is a defender thread and that's a bit off topic... 
I'm not sure there's a need to throw so much on Vessery - he's a cannon more than an Ace, so you can let others do the high PS heavy lifting:
Let the others drop down their TLs, which they both benefit quite a bit from, then once they clear out the tokens have Vessery deliver the one-two punch.
Again, I feel the need to point out that the poster is looking for a squad NOW, not after Veterans releases. So, you really shouldn't be suggesting title usage with Vessery.

As far as i see it, both Omega Leader and The Inquisitor are highly motivated to take Target locks as actions. On the other hand, this makes it more likely that Tractor beam hits. Which in return assures that Everyone in the squad can reliably damage a ship!
On the second list, just drop the title and Tractor beam and goo to go for now!
