Simply seeking clarification since I can't seem to find anything on it one way or the other. Is there a restriction on utility belts? Is one able to stack more than one?

It's not written as such in the Edge or Force core rulebooks.
But... come on... it's dumb.
Settle for your single utility belt and backpack, be happy with your increased Encumbrance Threshold, and don't be a munchkin.
If u cry everytime... make a toon with higher Brawn next time.
Also don't wear a backpack AND a jet pack at the same time. This is also dumb.

Nothing official, but generally use common sense.
Personally, I'd allow up to two utility belts, with one being treated as a bandolier, but that's me. I think for most GMs, they'd only let a character benefit from a single utility belt.
I've designated (in my mind, not on paper) wearable locations for many gear items which is based on common sense:
Head: Obviously one mask, helmet, goggle at a time.
Back: One backpack, jetpack, airpack at a time.
Waist: One belt at a time.
Chest: A second belt as Donovan explained, or one chest mounted device (front airpack).
Legs: One holster on each side.
There are a few items that cover more then one area. I can't recall the name, but the load bearing harness system from one of the supplements would take up both the Waist and Chest areas, for example.
Does it make sense?
I.E. A character wants to wear two or even three (Pancho Villa Style!) utility belts. I would not be opposed to allowing stacking if there was a good reason for it other than "My encumbrance is too low and I need to increase it".
EDIT: I was thinking about it, and the chest strapped utility belt is pretty much covered by Load Bearing Gear, so going back, I'd say no, not really I probably wouldn't allow stacking.
Edited by BigSpoonIf this is an issue about load bearing gear, I allow my players to buy variant backpack (from 4 to 10 enc), utility belts and military pouches as many as they want, which described as adding more pouches to each belt.
I would not allow it at my table. Difficulties with Encumbrance is one of the problems with having Brawn be the dump-stat.
Besides low wound threshold, soak, terrible athletics and resilience checks.
Force and Destiny characters can mitigate most of these problems by using a Lightsaber with a non-Brawn skill. They pick up a Lightsaber style to take care of attack rolls, parry and reflect to reduce damage, and Enhance to increase Brawn for skill checks.
Encumbrance is about the one thing keeping them in check and grounded.
It also gives high-Brawn characters some times to shine, and with Keeping the Peace, Brawn based Guardian builds are viable.
I've got 2 Guardians in my other game where I'm a player, a 4 intellect Nautolan Soresu Defender taking ranks in medicine, and a 5 Brawn Nautolan Armorer taking ranks in mechanics. They complement each other well. They can assist each other on Mechanics checks, so the Soresu guy can put his points into other things while lending his Intellect score on the Armorer's checks to mod the party's equipment and each other's lightsabers. And the Armorer gets to pick up the Gearhead and Inventor talents.

A surprising and needless amount of hostility here for simply asking on a rule clarification; especially from people who do not know why one seeks the clarification. Sadly, this is something that can be applied to the entire forum at any given time. But that's the price paid for having an active company-operated forum; you get a much broader variety of people coming and going. Saw much the same with the WotC forums, in particular the Star Wars ones.
I'll be honest, I can be guilty of it as well more often than I'd like; as the line above my forum avatar indicates, I'm no saint. But at least I'm up front and honest about it.

Nah there is no hostility in these fora, I have been to much much more hostile fora.
A 'Utility Belt' can be thought of as the base unit of measure for load-bearing gear in general. A backpack is 2 utility belts.
If someone describes their outfit as being covered in small pockets for storage of miscellaneous gizmos and gadgets, they can have as much load-bearing gear as necessary to fit the description.
All of the load-bearing gear I'm remembering from the books fits the basic pattern of 25 credits / 1 Encumbrance rating, so calling it '5 Utility Belts', or calling it '1 Load-Bearing Gear and 1 Utility Belt' makes little difference.
There certainly is the point at which they've stopped describing clothing or portable gear, and started describing a bag of holding, but that could be as high as 7-9 Encumbrance worth based on gear descriptions without getting terribly unrealistic.
Dangerous Covenants p59 - Military Pack is +6 enc / Cumbersome 2
You could certainly wear a Military Pack and a Utility belt for a +7 Enc total. Likewise, combat webbing and a backpack is legitimate - that's +9
Age of Rebellion p198 - the description of a utility belt states:
So you should be able to stack them for a +4. If you have a problem with people overstacking, you can rule that they would have to buy them together/increase the rarity of the 2nd item - IE, buying the combat webbing first would increase the rarity of the utility belt by 2-3 or more.
