Is it legal to have a ship facing the side as long as it's 1 distance away from edge. I am pretty sure its legal since i've seen it but I can't find it anywhere.

This is actually a common tactic for controlling when/where the fight occurs.
Yep, nothing wrong with it. You can have them facing whatever direction you want.
The setup area is anywhere within range one of the edge, so you can set up at any angle you wish. Large ships are also allowed to set up at an angle where a portion of the base extends outside of Range 1 of the edge - so long as one corner of the base is touching the edge of the play area.

If you put them as far forward as they can go, a small ship pointing backwards can make a hard 1 turn with some wiggle room.
