Would the Changeling's Hideous Laughter work on a Conjurer Image Token?

It is stated that an image token is treated as a hero figure, but then 'Hideous Laughter' reads: "Each hero applies..." (so not explicitly "hero figure")

Is there a difference?

I recommend looking at my glossary for the full text, but anything treated as either a "hero" or a "hero figure" follows the same rules as a "familiar treated as a figure" meaning when a hero ability, monster ability, attack, or OL card targets a "hero", it can target that thing as well. Notably, plot cards and quest rules are not included in that list. When those things say "hero", they only mean "hero."

Short answer- yes, it does work. However, Tomble can also use his hero ability to add a gray die to his defense pool if he chooses an adjacent image token as an adjacent hero.
