Does his ability change the stay on target 3 Tallon roll to white? Looking at bb8 stay on target for a barrel roll on the 3 forward of his dial. Then Sot to 3 Tallon roll, asty makes this white the I boost.

No because any time you have two effects that change the difficulty of a manuver the one that makes it more difficult wins. See the FAQ page 15.

On a T-70, that's going to vary match to match.

Remember that his T-Roll is only white if he has no stress. If you are only using PTL off of BB-8s barre-roll you should be fine.
