Long range scanners + TL handouts

So I know this was half asked before, but if you have a ship with long range scanners, can it acquire a target lock by ANY means on a target at 1-2 range? The obvious answer to me is no, but most posts I've seen seem to think otherwise, any thoughts or ruling precedence?

No. Second sentence: "You cannot acquire target locks on ships at Range 1-2."

Colonel Jendon can get around this by passing the blue target lock token, but there aren't any other abilities that don't acquire a target lock, since that is the process through which blue and red target lock tokens are initially placed on the play area..

The card is crystal clear. "You cannot aquire target locks at range 1-2". Anything that creates a new TL doesn't work with this card over those ranges.

You could achieve the same effect as Jendon in Epic with the Targeting Coordinator, which also assigns the blue token.

The long range scanners don't possess the ability to acquire the data for a new lock at such a short range. But much the same as you don't lose a lock if the target closes, you can get passed the data to that specific ship by Jendon or the TC.
