When a friendly ship declares an attack, you may spend a target lock you have on the defender to reduce its agility by 1 for that attack.

Need razzi be in range 3 for using his rule?

Nope! Obviously she must be within Range 3 to acquire a target lock. But once the lock is on, she can spend it at any time at any distance.
