Just blue-skying here but do you folks think cloaking will show up in Armada.... As the quote states, large ships seem to have it.... And not YT-1300's... any thoughts?

I always thought that the Carrion Spike would be a great canon title for the raider. It has the look and feel of it, wiuld justify the solar panel emitter thingys and tie in the raider to the new canon

Hmm, interesting thought. I know that the whole 'cloaking device' thing was supposed to be rare, and while I'm not big on the EU I do remember that the development of practical cloaking technology was a plot point in TIE Fighter in the period between Hoth and Endor.
From what I remember, the use of cloaking devices was more in line with space stations, while technology could be at least conceivably produced to hide larger ships that could support the power needs. Project Vorknyx was supposed to be a 'breakthrough' under Zaarin's advanced research program that would allow a typical vessel to use cloaking technology. If memory served, the testbed was a CR90, and the device worked, but not all that well. Of course, then there's the TIE Phantom and their Stygium crystal cloak. Bleh, Rebel Assault was never my favourite game.
Anyhow, yeah I could see it being easily added as a modification refit to count as permanently obscured or bbscured+1 (I'm not sure I could see them doing something drastic, like replacing a defence token with a scatter defence, even one that can't be refreshed.) I'll let better game mechanics than I hash out potential effects.
I would consider a card tat says
"This ship may not be target by attacks
When you actvate this ship, exaust this card"
Or similar.
When this ship is the target of an attack exhaust this card to cancel all dice with an 'accuracy' face.

I figure that way it becomes invisible to smaller ships and very hard to hit. Larger armaments may take down the cloak though, but at least you get a free 2 long distance evade for one shot. It gives an attacker a way to deal with it, but still gives benefits to the defender.
Another option
"Can not be the target of a "Long Range" attack. When this ship fires, or is hit by an attack, exhaust this card."
Obviously the "failure point" is the same as the first one, but it makes it immune to long range attacks. However, an opponent can spend activation on ships that are closer to hit it and make it an available target for longer ranged ships.
Defending ship is counted as obstructed always? Doubles obstruction benefit when actual obstruction there too?
im gonna say simplest and most expected way would be ship is obstructed at medium/long range always

This seems the most reasonable/plausible to me.
I don't object to obstruction, either - but that doesn't seem as game-significant. Something like a Scatter is entirely too easy to stop, making the cloak worth way less.
This is significant, but it's not the end-all for defense token confuscating, either with Intel Officer.
It shouldn't be a defensive retrofit upgrade, though. It's much more of an Imperial style upgrade, and only one variant of one Imperial ship gets that slot. Not sure what other slot to put it in, though.

I was assuming that the chassis for the Carrion Spike was the same as the Cloaked Corvette Prototype seen in the TCW episode Cat & Mouse (maybe updated slightly given that a few years have gone by between TCW and Tarkin - enough for a prototype to become a production model).

tap this card at the end of movement at the ships fastest speed. ship can not be fired on or shoot its weapons till the end of its next activation. it does not obstruct shooting through it to other ships, but can still be rammed and displaces fighters.

I like the suggestion that it would cause the ship to be obstructed. Perhaps only at long & medium range though?
To fit in with how they were displayed in the Thrawn novels, they cannot be detected. That one was described as the Empire's cloaking device hidden by the emperor. Thus that's the basis I use, combined with the quote above. The smallest things it was used for were asteroids of which I think there were 39?, that took up space in an ISD's bays. The cloaking device was a complete block, you could not see or detect it normally. Orders to one (nearly 20 year old spoiler) could only be given via the force.
The clone wars one, was around fighter scale, however, it could be detected. It mentioned 2 other cases of cloaks being detected the same way. Entirely possible that by the time of the civil war, that detection is standard. (The Empire had the combat results of both sides to draw upon.) Thus the comment, as a cloaking device that is easily detectable isn't very effective. (The end scene of that engagement made me think it was a bit of a rip off of Star Trek 6, on that device, with a minor difference in method, and that Star Wars missiles seem to suck at hitting anything smaller than a football pitch, or the space immediately behind the target fighter if an solid object is there.)
I think the CW was defeated by common magnetic signatures, while the Trawn type one required a very sensitive gravity detector, common magnetic sensing wouldn't work against it.

Their movement, commands, and when to uncloak,must be pre-plotted. (Sensors could detect nothing, in one scene, a ship with a cloaked cargo bay registered as empty. It contained spacetroopers.) This is written down on paper as part of deployment or recloaking, after the game, or after it is revealed, the opponent may ask to see the sheet of paper. Once the ship uncloaks, it may maneuver normally. It may reenter cloak if uncloaked at the end of the next turn's status phase. Until it decloakes as pre-plotted, Shoots, rams, or overlaps an obstacle. No other upgrades are in effect while cloaked. (Reason for this is Jaina's Light. Squadron commands may not be used.)
While cloaked, area attacks may be used to target the ship, by placing a marker, before the ship moves, if the shot is within distance 1, then roll 1/3 rounded down (minimum of 1) of the total attacking dice (attacker chooses the die to temporarily set aside.) Critical hits do damage normally, use the standard critical effect and may not be modified by upgrades. (No Dodonna, XX-9, etc.) Hits are ignored. Defense tokens may not be used. (Require knowing that the attack is there). If there is an accuracy, you may fire the dice that were set aside at the target, and freely reposition the marker for the next turn. Should there be no accuracy on the first roll, the attacker may move the marker by the distance up to the speed the ship was moving at plus 1, and at the orientation the ship was facing when last uncloaked.
The cloaked ship may fire. This must be pre plotted, and a range band specified. (0-1, 1-2, 2-3, etc) The attack may not resolve accuracy tokens, or critical effects. Should it do so while cloaked, until the end of the next turn, the next activation the ship may be attacked with the same procedure, but with half the battery rounded up on the first shot, and black dice may be replaced with red dice for the first portion of the shot.
If the cloaked ship overlaps an obstacle, or a ship (or is overlapped by another ship) then it takes 2 damage cards instead of one for a ram, and the effect of any effect is modified to become: You turn over the top two cards of the damage deck and receive those cards as damage. (including the station, and *not* modified by Dodonna) The ship is uncloaked, and may not recloak until the end of the next turn's status phase. IE, you hit it turn 1, and then it cannot cloak until the end of turn 2.
For any ship with a cloaking device, which receives a face up damage card, roll one blue due for every card delivered during that attack, for any result of a critical (hit?), the cloaking device is destroyed and the card discarded.
Optional: If there is a force sensitive person outside the cloaked ship, and one on the ship, then it may decloak at any time, or choose the band to fire at. (Currently the only combo would be Leia and Luke.) as the only ones in Armada are DV, Luke, and Leia. That may change later.
Feel free to tell me it's overly complicated. If you do a CW style:
