Okay kids - what do you think the difficulty for suspending a blaster bolt with telekinesis is?
Move difficulty question [E7 SPOILER-ish! Beware!]

I'd call it a creative interpretation of Improved Reflect, taking advantage of the fact that they weren't in direct combat at that point, so Kylo Ren could let it hang in the air for a couple minutes to help further establish his credibility as the main heavy for the First Order.
Protect is fine too.
I half expected Ren to put the old man in the direct path of the suspended blaster bolt. Though, that would have been a bit too dark for a Star Wars film.
I read that more as Bind, same as when he froze Rey in place.

Bind to stop Poe from doing anything, and and a really narrative description of Improved Reflect to account for the attack that Poe had already made; perhaps Poe not only rolled 3 Threat but also a Despair, with the GM deciding to use that Despair to make Kylo look seriously badass and up his villain cred by doing something we've never seen a Force user do before.
Alternate take: Ren is so unfocused/untrained that he doesn't have the precision to *just* hold Poe in place. The blaster bolt was a collateral effect, probably triggered narratively with threat or advantage in game terms.

Why Improved Reflect? Why not just Reflect?

The Improved Reflect was to account for the bolt then striking the fountain in the center of the village.
Although, that could just be handled by Kylo Ren getting a Triumph on his Discipline check to use Bind on Poe (who being a PC got a chance to resist), and then spending it to add a narrative element that made Kylo look really imposing rather than merely lucky that the shot missed.
