Has anyone endowed some rules for them?
I wanted to create some orginizations...
That depends, I have some ideas. What type of orgAnization did you have in mind?
I have been working on converting the Organization System from Saga. Once I get it done i'll post it.

Don't quite remeber the organization rules though.
As far as I see it we already have intact organization rules. The Obligation. If you're part of an organization, let's say the Corellian Engineering Corporation, you have an obligation towards them which represents the kind of job you do for them.
Anoter very cool way how to do organizations is akin to the "Recruit" specialization of the rebel alliance. It is made for social characters to get some cheap training in physical, combat, and survival skills, and represents the boot camp of the rebel alliance. You could do other "universal" specializations in that way. To stay with our example: A CEC-Worker Spec might give you some basic mechanics talents as well as computers and education. It is better represented with the Mechanic spec, but I was just playing it in my mind.
The recruit tree of the alliance could also be used if someone is recruited into another para-military organization, like the Mandalorian Death Watch or a band of mercenaries.

Do you need rules to create organizations?
Personally (and I understand this is an EoTE forum) I would take a leaf out of Age of Rebellion and use a variation of Duty. You have a rating, it builds and builds as you do 'good things' for the organization until you get a pat on the head and reward from your superiors... This can translate to any organization you want, really, regardless of what it actually does and how it's organized.
Saga was not that great System, but it was better than the previous D20 System. It is no where as good as WEG. For the time it wasn't that bad.

It set requirements to join and stay with in an Organization. Also what benefits you got at what level you are and the resources available to you.
The RAW version only allowed you to be apart of one organization at a time, but I played with a house rule that used the Organization system to track the PC's reputation with different Organizations.
Part of the Difficulty I am working out is how to apply Obligation, Duty, and Morality as part of the mix.

This is kind of what I am looking for. Because if you are going to do a sand box style game with a whole bunch of groups vying for power it would be helpful to be able to track the effects PCs are having.

If you want to run a faction system, you can steal the faction system from the free edition of Stars Without Number. It turns factions into a separate strategy game. You can either play all the factions yourself, or recruit people online to run factions as a PbP game.

I don't know... but it almost seems like you're over thinking it.
Criminal Organizations like the Kajidiks, or the Black Sun, or the companies running the Corporate Sector have access to anything... correction - Everything - a GM could want to either throw at or provide to a party, short of a spare Death Star. And you know what? it's your story to tell. If you need a Death Star, who's to say that the Corporate Sector couldn't rustle one up in a quiet backwater system... just waiting for a badly failed Navigation roll to stumble across, or a Despair on a Charm roll with a job broker "Yeah, buddy... I have just the transport job in mind for you. You're perfect for it.."

Perhaps...But then when you are having a PC have Duty to said organization might be helpful o know what they can and can't scrounge up. Also it might be helpful to stat them out in various ways. Are they more cunning or brute force? Do they use assassins or massed armies? etc.
