I have checked all the old threads on the TC and none seemed to answer the question: how many times can I use that ability in one turn?

If I have 5 energy, can I hand out 5 TLs? It seems WAY to powerful for a 4pt upgrade, but the card also doesn't state "once per turn.". Have I missed something in the rules stating an upgrade can only be used once per turn?
