I did some searches and couldn't come to a satisfying conclusion. It's clear that a given ship is considered to be at range 1 of itself. With that in mind, would Fleet Officer grant a focus token to both ships in a hypothetical two ship list? One ship carrying the officer, for clarity's sake. Thanks.

If we're talking a list of two ships, one of which is carrying the Fleet Officer, and another at Range 1-2 of the Fleet Officer ship. Then yes. A ship is considered at range 1 of itself. The card applies as the target is not listed as "another friendly ship"
