Thanks to the Return to Hoth spoilers we were able to see what to expect fully from the new heroes. However one ability stands out among all the others. Loku's Scout's Guidance ability.
Scout's Guidance is as follows.
2Strain: Use during your activation to place 1 recon token on another friendly figure.

While a friendly figure with a recon token is defending, apply +1 anti-surge to the defense results.

Now some things to consider:
1. This can be placed on ANY ally/hero. There is no range limit and doesn't even require line of sight.
2. You do NOT remove the recon token. This is insane. For just 2 strain you give an ally a PERMANENT anti-surge. The closest thing we have to that is Saska's device tokens and her Energy shield ability. But even then, you can only give Device tokens to an adjacent figure AND have to discard the token after one use.
3. You can spam this ability. Saska's device distribution literally says "limit once per activation" unless you get a certain card that lets her use it twice. This ability has no limit. It doesn't require an action, it only costs 2 strain. You could literally give the entire team this PERMANENT buff on your first turn. (Scout's Guidance twice, rest, Scout's Guidance.)
In my opinion, this skill is simply broken. What do you guys think? Is it not that great? Is it amazing? Do you think FFG intended this or that we'll be seeing an errata to fix it?
