Quick question regarding the Quick Strike talent, the bonus that it provides, will only apply to the first round of combat, since it says: "against any target that has not yet acted in the encounter."

Yup, Devs have confirmed it only works on targets that haven't acted in the encounter, not "that round".
Use it as part of your first action in the first round of combat against an opponent who hasn't acted yet. Once they act in that encounter, you can't use the talent against them.

Mainly, when the dice luck goes awry and the initiative is something like PC, NPC, NPC, NPC, PC, etc. If it's a minion heavy encounter, suddenly one of those groups is a little less scary when they all start opening fire. It not going to always be a game changer, but it's certainly not a waste.
It's not a waste. Maybe it's just how I run combat, but it rarely lasts long, and he who hits first and hits hard...hits last.
you could also use it on reinforcements that arrive later.
So you have used it on a couple stormies at the start of the encounter then use it on the arriving reinforcements before they act...
We tended to let the quick striking "side-steppin' fool" scoundrel go near the front of the order on the first round. Of course he usually rolled initiative well also with some Rapid Reaction, so it was only fair.
I've got a knife-tossing Scoundrel/Gunslinger in my game, and the character makes very good use of Quick Strike to dual-throw knives and help thin out any minion groups. The character would be more effective if he used blasters instead, but the concept called for throwing knives and so that's what the player uses.
I'm playing an Ataru Striker in a different campaign, and while I've only bought one rank of Quick Strike so far, it too has proven handy for making sure that first hit is a doozy, especially when combined with Saber Swarm.

I was toying with the idea of Iktotchi Ataru Striker/ Seer and wanted to see how useful was this talent.

I mainly use it to hit first to take out lightsabers and put enough strain on them that using the force becomes difficult.
Its a talent that can let you take out or severely injure a target before he becomes a threat to the rest of your group.

Hey, me too! I totally love that concept. He (below in my sig) doesn't like blasters, thinks they are uncivilized. So it's throwing knives and a bow and arrow (for range).
And yeah, Quick Strike is totally worth it. It's a free Boost die (per rank) once per encounter. Perhaps more than once, if the GM throws extra NPCs in there mid-encounter.
