Who and what triggers when, and in what order

A frequently asked question has to do with questions about what abilities trigger in what order, for instance Lt Colzet and R5 (a recent example).

I've compiled a handy list for reference sake and will try to keep it updated.

There are currently four phases that constitute a round:
- Planning
- Activation
- Combat
- End
Each phase has three or more distinct (though not officially described) steps, during which pilots or their (upgrade) abilities may be triggered.

  2. Voluntary Decloaking
  3. Activation of small and large base ships, in order of Pilot Skill Number
  4. Activation of huge base ships, in order of Pilot Skill Number
  5. End of Activation

  2. Activation of small, large and huge base ships, in order of Pilot Skill Number
  3. End of Combat

When multiple abilities trigger the same point, Initiative will determine who resolves their abilities first. A player who has multiple abilities trigger at the same time may decide the order in which to trigger them.

Wouldn't Enhanced Scopes come AFTER Voluntary Decloaking? As Decloak occurs at the start fo Activation, but before any ships Activate?

I think Enhanced Scopes should be listed under "Start of Activation" as it's setting your PS for the upcoming activations and because decloaking goes in PS order it would need to be established before Voluntary Decloaking in case someone has put ES on a cloak-capable ship, and then Activations would follow Voluntary Decloaking.
