If I have 2 ships in a system and 3 Fleet Supply... Can I get one of the ships?

I believe the rule is that if you somehow end up exceeding your fleet supply level you must scuttle ships until you are legal. So I think you would get both ships but would then immediately have to scuttle one (presumably the destroyer).
Although, you could probably keep both and scuttle one if the other ships you already had, if you really wanted to.

Indeed. The rule about immediately scuttling down to FS is more for cases where your FS drops suddenly, leaving you with systems in excess of the new value.

Those two topics are, in the example given, so closely connected that you really must mention both imho. But to give the original question a short answer: Yes you may gain one of the ships.
