If you carefully read the announcement, you'll see that Expansion boxes now have their own release schedule, independent of Chapter pack releases.

Unlike some other LCGs where the Deluxe is thematically linked to the cycle--or in the case of LotR, actually required to play that cycle--GoT's Deluxe boxes will be House themed and will not directly link with the cycle. A such, they're being released on their own schedule separate from the cycles.

I'm not aware of any LCGs that tie the Deluxe into the pack cycles. AGOT never did, Netrunner and Conquest don't. Cthulu or LOTR??

Yes, in LOTR a deluxe box is required to play the scenario in the following cycle. Each adventure (chapter) pack has a set of encounter cards (a scenario) that need to be completed with some of the ones from the deluxe box. Furthermore, there's a story arc that spans from the first Deluxe scenario to the last AP scenario.
