Jedi wield lightsabers. Not every force senstive has to whip their rod extentions out. XD So normally, no. Lightsabers tradictionally belong only to the Jedi and Sith.

Check out the stories of Sharad and A'Sharad Hett from Dark Horse comics.
While the artwork in those early Sharad Hett books wasn't exactly stellar, the stories were decent (from Tim Truman). The later work with A'Sharad Hett was done by the fantastic creative team of John Ostrander and Jan Duursema; it's excellent although A'Sharad Hett shifts from a major character to a supporting character.
You can find this stuff pretty affordable from the Dark Horse omnibus line. That is, if it's still in print...? (Not sure since Marvel now owns the comics licensing.)
I've never read any of "Star Wars: Legacy," which takes place far, far, far into the future ... when A'Sharad awakens from a long sleep to become Darth Krayt. But I've heard it's good too.
Anyway, Sharad Hett and his son A'Sharad Hett were Jedi who lived among the Tusken Raiders on Tatooine. Their tales should be right up your alley.

Of course you can. It's an RPG. Everything is possible, Just build your backstorie so it explain how your character end up in the Order or gain access to a lightsaber.
To clarify, the Tusken Force Shamans weren't allied with the Jedi or Sith or anybody, they were just Tusken Raiders. So they didn't use lightsabers because they were still on Tatooine trying to kill anybody who walked by. That's not to say a Force-sensitive starhopping Tusken Raider couldn't use a lightsaber.

This really, just Tusken raiders typically didn't carry lightsabers without a compelling reason for it; those that did were Jedi in exile if I recall correctly.

A band of Raiders watch a band of Troopers invading their territory take out a Jedi (cuz Order 66), and then decide to mop up what's left of them. Naturally, they succeed, and then loot the corpses (cuz raiders, right?). The Shaman who trains our intrepid hero passes it on to him/her as part of their training (cuz force), with a warning to use it only when in great need (cuz empire). Now you only need to figure out why he/she has left the tribe, gotten off Tatooine, and is still on the run... but you have a lightsaber, so even that shouldn't be too tough to figure out.

You absolutely can! And he doesn't have to be allied with any groups either.
While exploring the dunes as a young man he felt called to a cave hidden deep in the Jundland Wastes. In the cave he found a sarcophagus. He brushed the dirt off of it to read an inscription, "whatever random phrase you want". As he laid his hands on the stone, it cracked open revealing an ancient skeletal corpse, an odd cube which he can't decipher, and a pristine (if a bit dusty) metal cylinder that feels as though it were made specifically to fit into his hand. Your character intuitively touches the switch on the cylinder; with a distinctive snap-hiss, the cavern is set aglow in an ominous red/eerie green/cold blue/warm amber) light. The humming light must have brought the cave to life. From the shadows you hear a deep rumble of a growl and the "clink, clink, clink" of sharp claws on stone.
I think that you're looking at the makings of a really cool backstory. You could also possibly run it as an early session if it's a smaller party and they want to adventure for their lightsabers rather than just getting them at creation.

Which is precisely why I will bend over backwards to work with players so they can play what they want.
Here's another potential back story: Years ago a tribe of Sand People got slaughtered by a rival tribe/Imperials/vengeful moisture farmers/... There's one survivor, a kid. The wounded child is rescued by a Jedi or ends up with the Jedi once they discover he's force sensitive.

Why not? If it's not too outrageous (and on the WTF? scale, this is peanuts) why not go for it, canon be damned. Play what you want!

Awesome! I'm glad you're excited to play. Have a quick chat with your GM to make sure you're both on the same page, but it sounds like a really fun character. I hope you have a blast playing him.

If you're going for something along these lines, I think that (assuming party buy-in) an all Tatooine based group (to start) would be pretty cool, and a nice way to link the character's stories together...
As previously suggested check out A'Sharad Hett who would become Darth Krayt. Tusken raider who served as both a Jedi and and a Sith.
As others have said, it's pen and paper for a reason, so you can be what you want. Craft the background you like (the temple idea is great) and take it to your GM, the cooler the story the better, but make sure it has plenty of hooks for them to use later on. It's a fun idea
