You just change the speed to something else you have on your dial. You can't change type or direction. If you are doing a hard 3 right your choices are a hard 2 right or hard 1 right assuming those options are on your dial.
Let me explain what the different parts of a maneuver are.
Speed is how long the template is. 1-5
Bearing is the type of template*, bank, turn, straight.
Difficulty is what color the dial shows, red, white or green.
So when you can pick a different bearing, you have to pick something that uses the same template.
*Some maneuvers use the same template, a K-Turn uses the straight, Segnor's loops use the bank template, and the Tallo Roll uses the Turn template.

There is also Stop which doesn't have a template but is its own bearing.
The "bearing" part of your proposed "3 hard right" maneuver is "right turn". (Players often use "hard" and "soft" to differentiate turns from banks, but in the game a turn is the ninety degree one and a bank is the 45 degree one.) Assuming your dial has other "right turn" maneuvers, Navigator lets you rotate to one of them instead. Left turns, straights, stops, and left or right banks are all invalid choices.
Works best on Imperial Fett, Advanced senor lambdas, yv666 with maneuvering finns and/or stay on target.
Phantoms too but there's better choices in my opinion.
Bearing it best described as simply what Icon you see on the maneuver dial. It may relate to what template to use but then there are are all of those maneuvers which use existing templates in different ways. K-Turn can be considered a bearing of its own as can the S-loop and Tallon Roll except these two later ones also include a direct factor to them as well.
The maneuver dial provides you with three pieces of information: Number, Color, and Symbol. The number is your speed, the color is your difficulty, and the symbol is your bearing.

Not quite always.
The ship needs an interesting point without missing a maneuver. If a ship had 4 straight set it could not go down to a 1 turn/bank unless it had the 1 straight to drop down to first. Similarly, the k-turns and other special maneuvers may not be possible; you couldn't turn a 3 turn into a 4k unless it happens to have a 4 turn or 3k on the dial as well.
With a proper initial dial setting Navigator w/ Stay on Target does give a ship access to a huge percentage of its dial but not always all of it.
