So, if there is a match with a bunch Hawks on the table that are moving focus tokens around, like Katarn, or a Palob vs. Palob, what order does it resolve? It matters if Katarn passes a focus token to a ship within range 2 of Palob. If it does not pass until after Palob has a chance to take it, can he still take it? Does it go by PS? low to high like movement, or high to low like combat? Does initiative resolve PS ties?

The player with initiative resolves his abilities first, then the other player.

If a single player controls multiple abilities that all trigger at the same time, they choose in what order they resolve their abilities.

That means initiative can have a BIG impact on those types of abilities, and it isn't necessarily a benefit to have initiative.
