Honestly it's the dumbest ability on him. Like... would you honestly choose to NOT activate him just to save him and activate him last via rogue?
Why does Han Solo have Rogue?
Someone that roguishly handsome has to have Rogue. I think it's in the Geneva convention.
The real tragedy is that members of Rogue Squadron don't have Rogue.
I think it really rounds out the card as it allows you options to activate Han anytime it makes sense.

Would you activate him just to put him alone in a spot where he gets swamed down and dropped before your other squadrons get to go? Or have him go last in the engagement turn so that he can plop down in range of only one enmey squadron so he can hit again first thing the next turn?
Some mad wisdum dropping in here.

Han shot last.

It's just there to ensure that whenever you want to use him (when Han Shoots First, Squadron command, or Squadrons phase) he gets the "full" activation. There can be some niche situations where you'd want to. Best example I have for when you might want to is Adar Tallon him with a squadron command and then activate him again during the Squadrons phase for two full activations. Lulz.

So that's 2 attacks, and you get a 3rd attack at the beginning of the next turn.
Just being able to use him late one round, then first next round is huge.. think corran horn-like from X-wing.

Which brings up a question I'm just going to have to keep asking. Why does ffg hate Wedge Antilles?
He should have Scoundrel instead...

Yes his was the holy trinity of blaster fire.
Last, first and only.

I quite like sending Han in at the end of the Squadron phase to try to drop hits into a shieldless, all exhausted defense token ship. I finished off an ISD that way one match.

Yes. Han comes with the most flexibility of any squadron. Going first isn't always to your advantage in Armada. Lots of reasons not to use his ability. No battle plan survives contact with the enemy. Han gives you the ability to be either re-active or pro-active or both.
I'm thinking, Yavaris, Talon, use rogue in squadron phase, Shoot first and move or move and shoot first next turn. Four attacks and two moves in two turns. End that second move where Yavaris will end up and do it all again. In a six turn game Han can potentially attack 12 times and move every round with Yavaris and Talon.
Might want to give him an extra die by waiting and activating from a ship with flight controllers.

I think its because Denis Lawson turned down reprising the role in the Force Awakens...I'm a little upset by that.

I suppose it does give Han the ability to double tap.
It'll also be cool someday if they give you a card that could flip his slider even if he's activated at the beginning of the round. You could possibly activate him 3x that way under certain circumstances.
He should have Scoundrel instead...
and get to act two times every turn.

They don't hate him, they just are doing their part to ensure he maintains his lead as "Most underrated Star Wars character"

I filed that next to "Matrix sequels" under "Things I'll pretend didn't happen"
I can imagine that if you go second you probably don't want to throw him alone. If you activate at the beginning the other player could activate his carrier and try to beat solo. In that case you maybe choose to wait until the squadron phase. Of course it depends on the situation but without rogue you must choose between sacrifice him or don't shoot.

This right here. Have him move last one round, get some nice hits on something, then next round activate before any ships and get some hits and then get out before anyone can land a hit.
Also, kind of off topic, say its a mirror match of rebels, both players are using the falcon and they both want to activate at the start of the ship phase, I assume the player with initiative would get to move his first. Would this be the case?

That's how I would play it.
Edit; The same issue crops up with Tarkin and Han. Tarkin and Han's abilities both occur at the start of the Ship Phase, so they would be resolved in initiative order. This means an Imperial player going first wouldn't know how much damage Han was going to do before they pick which command token to hand out, but would know if they went second.

I came here with the same answer, but it looks like you both have the situation under wraps.
I'm a little bitter about that myself.
Studio: "Hey, you wanna part in the next chapter of the most successful movie franchise in history?"
Denis: "Nah, sounds boring."
