Looking at the rules on page 21 regarding Paid abilities, can I assume that anything in the text box separated with a colon ( xxxxx xxx : xxx xxxxx xx ) is a paid ability (of course, unless stated otherwise)?

Pretty much. The only exception is if the cost includes a click, then it's an action
