Does scum truly have an ace to build around in the vein of Corran, Poe, or Soontir? I have been trying to come up with something I like and the starviper seemed a place to start, but both Guri and Xixor are both not doing it for me. I have currently moved to Talonbane, but that ship's 2 agility really hurts and it has the worst dial. Anyone have any other thoughts?

Take it all with a grain of salt, but here are my thoughts. Scum "aces" don't look like the other factions at all. I think if you're looking for something in the vein of those you've id'd, the only thing really similar is Iggy.
Scum's major traditional ace weaknesses: 1) lack of defensive mitigation of the other factions (although it comes in different flavors for Rebs. and Imps.). Best you got is Xizor and even he suffers bc his ability doesn't work against TLT. 2) every potential super ship has a major drawback (example: Iggy's PS; Guri's PS; starviper's lack of evade token; Talonbane flying a death trap).
This means you have to re-imagine what an ace is. For example Scum relies on disruption. This makes Palob an "ace", makes Mux a great anti-ace ship. Bossk built to PS-9 w/engine can approximate an ace (but no defensive tech to keep him in the fight).
The Scum ace is Dengar. Now, we wait...
Ya, the aaymetrical dial is going to be interesting.
I am curious about the cloaking device on Talonbane. That with a free evade and range bonus, but no way to kickoff that cloak midround.
Yes, the ace concept is very different with Scum & Villainy. Talonbane's ability is awesome but he can still be squishy. I think Guri is one of the best ship in the game even though it's PS5 and the S&V Hawks are very helpful. I'm also eager to see all of what Dengar will bring to the table.
I don't know that I would call it an 'Ace' list but I have a '3-Scum-Dudes-You-Don't-Want-To-Shoot-At-Or-Be-Shot-By' list:
Laetin A’shera (30)
M3-A “Scyk” Interceptor (18), “Heavy Scyk” Interceptor (2), Stealth Device (3), Heavy Laser Cannon (7)
Talonbane Cobra (35)
Kihraxz Fighter (28), Lone Wolf (2), Advanced Homing Missiles (3), Glitterstim (2)
Dace Bonearm (33)
HWK-290 (23), Expert Handling (2), Ion Cannon Turret (5), K4 Security Droid (3)
There is no clear target priority and all three with punish you if you let them live. Spread them out in a loose-ish formation (I would keep Dace nearer to Laetin as he has no range-3 attack) and slow roll them towards the enemy. Once your opponent commits to one, use the other two to fly into their rear.

Wait what?
